Thank you for filing a DOCS ticket.

MongoDB users are configured at the project level. All clusters in a project inherit the project's MongoDB users. As per the documentation:

When you create a MongoDB user, the user is added to all clusters in your Atlas project.

If you want separate credentials for a cluster or group of clusters, please create a new project in the organization. You can then create users with the specific permissions required for that cluster.
