Sharded clusters use a gossip protocol for sharing certain metadata across the sharded cluster such as lastSeenConfigServerOpTime. We do not currently document how it works or what information is shared in this manner. Thus it is hard to explain where certain metadata comes from or how it is propagated through a sharded cluster.
