Added the 'startAfter' option to the db.collection.watch(), db.watch(), and db.getMongo().watch() helpers - this is similar to the 'resumeAfter' option, see SERVER-35030 and the associated PM-1140 for more details.

It looks like we forgot to do this! I noticed it while writing tests for SERVER-35776.
