This ticket and TOOLS-2285 will change read preference support.

Engineering Ticket Description:

The command line option for readpreference can support JSON, but this is undocumented. However, the approach to tags is incorrect, as it only allows a single tagset but a read preference is technically supposed to take a tag set list.
