As with SERVER-45610, if there was anything in the docs that implies 'dbhash' was allowed in any state other than primary or secondary, that should be removed. No changes necessary otherwise.

In the spirit of not allowing users to query replica set members that are not in a consistent state, we should also prohibit the use of the 'dbHash' command.
