Not sure if we're documenting individual tickets in the project or doing changes in bulk, but I'm flagging this just in case.

Description of Linked Ticket

When starting a migration, recipient must write FCV version and whether it is fully upgraded or fully downgraded to recipient state document. When re-starting a migration due to failover, must check this state against current FCV and fail if there's a mismatch.

(saving whether it is fully upgraded or fully downgraded means we will not allow migrations across binary versions)
