Original title: Investigate changes in SERVER-73762: Add timing for index cache refreshes to slow query log

Original Downstream Change Summary

Changed the slow op log to add a field called "catalogCacheIndexLookupDuration" which represents the time the operation spent fetching information from the index cache.

Description of Linked Ticket

Similar to the logs we have for database and collection placement refreshes, we should add in logging for the time taken for index refreshes.
