We should add a tutorial for migrating an instance with authentication to a shard, or update the current documentation with information about authentication. Example: Stand alone instance with auth, going to become shard. If it is the first shard, the shard needs to be added to the config servers before the user. |

After asking around and re-testing, this issue appears to have been resolved in at least 3.0+ |

However, it lacks the warning that until at least one shard is added to the cluster, you can only create users on the admin or config database. |
