http://docs.mongodb.org/manual/reference/commands/?highlight=stepdown#replSetStepDown should include force=true. In 2.0+, step down will not succeed if there isn't a secondary within 10 seconds of the primary's optime (to minimize time-till-election). force=true skips this requirement and forces the stepdown. |
