Ubuntu 11.04 requires libssl0.9.8, snmp-mibs-downloader, snmp, and snmpd. Issue a command such as the following to install these packages: sudo apt-get install libssl0.9.8 snmp snmpd snmp-mibs-downloader
Starting with Ubuntu Server 12.04 (Current featured Amazon EC2 version), the snmp-mibs-downloader package is not available from the default repositories. You must edit your /etc/apt/sources.list to enable the "multiverse" repository and then sudo apt-get update before the package can be installed.

Additionally, the libsnmp15 package is required as well.
EC2 SUSE 11 also appears to be affected as observed by jonathan.
SUSE Enterprise Linux requires libopenssl0_9_8, libsnmp15, slessp1-libsnmp15, and snmp-mibs. Issue a command such as the following to install these packages: sudo zypper install libopenssl0_9_8 libsnmp15 slessp1-libsnmp15 snmp-mibs
For SUSE, couple changes needed here:
1.) package slessp1-libsnmp15 is no longer available and can be removed from the list; snmp-mibs installs a later patch slessp3-libsnmp15 automatically (and can't be installed explicitly anyway).
2.) to be consistent with the other platforms, the package list should probably also include net-snmp so tools like snmpwalk are available.
