 Description   

NUMA is an issue on Windows same as on Linux, but we are not properly detecting it (SERVER-12033) nor do we have proper warning about it in the docs (production notes).

We specifically have incorrect note:
http://docs.mongodb.org/manual/administration/production-notes/#mongodb-and-numa-hardware
"The discussion of NUMA in this section only applies to Linux, and therefore does not affect deployments where mongod instances run other UNIX-like systems or on Windows."

In addition, NUMA can affect mongos (not just mongod) and client application/our driver (many discussions out there about JVM and NUMA interactions, for example).
