MMS can be used as long as they have a server on which can install the agent that can talk to all of their MongoDBs. For MongoHQ: MMS is offered generally when people ask for it, but definitely pushed harder on our dedicated offerings. For MongoLab, MMS is offered on Dedicated plans as well as Shared Replica Set plan. The only plans on which MMS is not offered are Sandbox plans and Shared Single-node plans.
