The documentation does not mention that (at least) in MongoDB 2.4.9, you include upstart conf files, nor is the procedure for starting/stopping upstart jobs mentioned:

sudo start mongodb
sudo stop mongodb

service mongod start/stop/restart as described in the tutorial is the canonical way to control services under upstart and uses upstart scripts. start/stop/restart mongod are syntactic shortcuts via initctl.
