Perhaps we should be explicit about the fact that in order for the instructions to work, you still need a majority of voting nodes to be online. It might not be obvious for people not familiar with MongoDB election protocol. |

The procedure won't work at all if a majority of the members are not available, because you can't reconfigure a minority of the set. |
