 Description   

Right now it is too vague on how tags selection works.

Taken from the spec:

A member matches a tag set if its tags match all the tags in the set.
For example, a member tagged "

{ dc: 'ny', rack: 2, size: 'large' }

" matches the
tag set "

{ dc: 'ny', rack: 2 }

". A member's extra tags don't affect whether it's a match.

A read preference optionally includes a list of tag sets. A driver or mongos searches
through the list, from first tag set to last, looking for a tag set that matches
one or more members which also match the mode.
