In an earlier version of our doc (http://docs.mongodb.org/v2.4/reference/replica-states), we explicitly list in which states a node can vote. However, in the new version of the same doc (http://docs.mongodb.org/manual/reference/replica-states/), this information is scattered. It is also missing for some states like STARTUP2. |

This question continues to come up frequently from both customers and employees. A small change to clarify that members in STARTUP2 can vote would really help. |

Nodes can definitely vote in the STARTUP2 state (see mongodb.log). In the STARTUP2 state docs we do mention that node becomes an 'active memeber' of the replica set soon after transitioning to the STARTUP2 state:
Then in the elections docs STARTUP2 state is not mentioned:
