 Description

Document a strong recommendation that MaxStartups be increased in their sshd config and sshd should be restarted before doing an SCP Individual restore of a sharded cluster (or when doing multiple restores at the same time). MaxStartups should be set to (#of shards + # of config server)*4 + 10. The "10" is just a buffer for other connections.

This is probably the best place for it: https://docs.cloud.mongodb.com/tutorial/restore-replica-set/.

Background: sshd's default configuration starts dropping connections after 10 connections. In the worst case, an SCP restore requires 4 connections per shard and config server.
