In the documentation we say
"Certain distributions of MongoDB do not contain support for SSL. To use SSL, be sure to choose a package that supports SSL. All MongoDB Enterprise supported platforms include SSL support."

Which ones?

I could not find any list that explicitly identifies which builds do not (or do) support SSL.

The Linux 64-bit legacy x64 builds of MongoDB do not include support for TLS/SSL.
