 Description

The explain command documentation

says that it provides information on the execution of the following commands: count, group, delete, and update.

As of 3.2, it should also mention the find command

Note that the list of commands is mentioned in two places on the page.

I just ran into this as well. I believe, a reference should also be added at https://docs.mongodb.org/manual/reference/operator/meta/explain/ as a replacement for the deprecated $explain modifier.
