Summary

Currently the default connectTimeout value is 10 seconds (in c# 30 seconds), it looks like too big value even if this value takes into account latency. 1 second might be more realistic value which will notify application about server issues much more quicker.

This question was raised when we discussed optimal timeout heartbeat values with shane.harvey and james.kovacs. It looks like current default value is just too big, so motivation here is to improve user experience and don't force him waiting unnecessary long. I agree It looks like a change for major release
