 Description

Currently the support for read and write concern exists but there is not way for the user to set these values.

  • Add support for setting read and write concern via the Client, Database, and Collection types and add support for passing in read and write concern per operation.
  • Add support for setting read and write concern via the connection string.

Blocked on new BSON library getting merged due Evergreen not being able to pull it as a dependency (since it's a private repo)

This should include getting the read/write concern connection string tests: https://github.com/mongodb/specifications/tree/master/source/read-write-concern/tests
