evergreen's dependencies can support not running perf tests unless underlying correctness tests pass. once the correctness tests are consistently passing, we should put this dependency in, we could also select a subset of dependent tests to make sure we don't collect meaningless perf tests. |

We can make it dependent on Ubuntu 16.04, which is passing consistently. |
