Message: JAVA-4028 Provide explicit guidance on handling command errors that occur before the handshake completes during operation execution (#792)

Updated `minPoolSize-error.json` and `pool-cleared-error.json`.
The former change comes from JAVA-3988, while the latter from JAVA-4139.

Resynced the `server-discovery-and-monitoring/tests/integration` tests,
except for `rediscover-quickly-after-step-down.json`.

jeff.yemin, esha.bhargava I accidentally noticed that the hello-timeout.json introduced in DRIVERS-1293 does not exist in out repo. Instead, we still have isMaster-timeout.json, which contents while not matching hello-timeout.json exactly, appear to reflect the same logic.

I do not know how this happened, but this is very confusing, and initially led me to believe that DRIVERS-1293 has not been implemented in the Java driver, until I checked Jira. I am not sure if we have a similar issue with other tests changed by DRIVERS-1293. Should we reopen this ticket and synchronize our copies of the relevant spec tests with the spec repo?
