Even without any server support for mongos discovery, it's straightforward for drivers to support load balancing across multiple mongos routers, all of which are specified in the URI or via API. We can add discovery support if and when the server does. |

What are the advantages of doing this, and why will it be a welcome surprise? What is the motivation for this? |

For clients that are relying on the existing HA behavior, this could come as a bit of a surprise. But I think it will be a welcome surprise. |
