Now that all access control information is consolidated in the config servers, we should add the relevant collections to the periodic consistency check that mongos performs using dbHash. This will help us catch if those collections get out of sync between the config servers. |

Going forward with the added support of Config Servers as Replica Sets this ticket is no longer relevant. |

This is actually somewhat nontrivial - it'll double the number of dbhash operations hitting the config server (though admittedly the admin colls are probably tiny). |
