The microsoft compilers support a concept of batch building files that share a build line. SCons knows how to invoke the compiler in this fashion when MSVC_BATCH is set in the environment. We should see if building this way can speed up our windows builds. |

We looked into this and confirmed MSVC_BATCH doesn't accelerate things in a parallel build. |
