Currently the resync command requests a resync/initial-sync but doesn't wait for it to complete, unlike index builds for example.

Without the blocking behavior it is hard to use this in scripts where you must wait for it to complete before doing the next steps. This also makes using this for testing hard.

This work was done in the re-write of the resync command: SERVER-23476.
