Message: SERVER-18481: Update tcmalloc to free in more friendly way

Main changes here are:
1. Free the contents of the cache but don't tear down control structures
2. Use dynamic sizing for when a thread frees memory, not magic constants
3. Remove the global lock
4. Try to make the tcmalloc change acceptable for upstream
