when using admin, simple "show users" command only shows users for admin database in newer versions of shell (2.6.9 and 3.0.3), but shows ALL users for ALL databases in shell version 2.4.6.

2.4.6's behavior is desirable when issued from admin (makes user management and reconciliation easier). How can we get this behavior in newer shell versions?

I believe this has become possible again. As a part of implementing SCRAM-SHA-256, we needed a way to identify all users in the system still using SCRAM-SHA-1. SERVER-32975 added a flag to usersInfo which returns information about all users in all databases.

andreas.nilsson The users may all be stored in the admin database, buy they are still scoped to other databases, and the usersInfo command still only shows users scoped to a single db at a time. I think this request is still valid.

Given that only 2.4 stored users in databases different than admin and that 2.4 is EOL I propose we close this ticket.
