 Description   

The test was fixed to actually execute operations against a master-slave deployment as part of SERVER-18868. However, it now takes over an hour to run on Evergreen. We should redesign the test to exercise the same behavior, but do so in less time.

It isn't clear what value is being provided in terms of concurrency testing by having the client sleep for 1 millisecond, 0 milliseconds, or no sleep before invoking the dropDatabase command.
