 Description   
  • Add --shellReadMode option to resmoke.py (should pass through to --readMode option to shell).
  • Determine the maximal set of suites that will currently pass with --shellReadMode=commands, and change the default read mode for these suites (though the "compatibility" suites should be left with the default read mode).

Message: SERVER-19571 configure regression loop to use --readMode commands in suites that don't start mongos

Adds --shellReadMode flag to resmoke.py and changes Evergreen / resmoke configuration files to pass
--readMode commands where appropriate.
