ScopedConn is creating a DBClientConnection with a default so_rcvtimeo value, rather than using the value from the repl set config.
We'll need to fix this.

This change picks up the current heartbeat setting when the node is initialized/added. However, if the setting changes, old connections will not be updated.

Reopen if it should update all of the connections.
