Same idea and implementation as SERVER-20834.
This change would save about 16 minutes of machine-hours per commit and also reduce the time spent waiting before test tasks can run in the sys-perf project.

accomplished in a commit that was also made to correct some issues in the dependency chain of the sys-perf project.

We could also consider compiling with "core" instead of "all", to save a bunch more cpu and disk.
