 Description   

Currently resmoke sets the priority of all but one of the nodes to 0 so there can't be an election. It'd be nice if we can pass in an option to disable this.

This change would require modifying the code for get_primary, get_secondaries and how the shell connects to the fixture.

The all_nodes_electable was added to the ReplicaSetFixture in SERVER-30683 with stepping up/down behavior in the background coming from SERVER-30685.
