We can use this state to cleanup code and control state transitions better. This state will be more user-readable in replSetStatus so it will be very clear that the member is doing an initial sync, and we can provide progress messages which will be seen as well. |

+1 It's very difficult to know if an initial sync is happening, and if so, what the progress of that is. Having a very rough progress of initial sync would be wonderful. |
