Right now, we have only very limited testing around our Windows service startup and shutdown logic. We should properly test them so that we do not break them without noticing.

We moved this from STM to SDP. cristopher.stauffer, is there a team that would have expertise in the windows installer? STM is doing work in the quick-wins bucket (SERVER-45056) to measure the performance of startup and shutdown events, which may be sufficient for this ticket. Let us know what you think.
