manually lowering the auth schema version and then calling authSchemaUpgrade causes dropUser commands to no longer be authorized in the user_management_wc.js test created as part of the "commands that do writes take a writeConcern" epic. |

A subtle bug in the test was causing this failure. Fixing the test made this go away. |
