 Description   

Doing so would allows us to ensure downgrade compatibility between major versions without waiting to release the next version.

Additionally, we wouldn't be subjected to build failures caused by downloading a version of MongoDB that lacks a fix which has already been committed to the 3.2 branch but isn't in the latest official release.

Message: SERVER-24247 Fetch "<branchname>-latest" versions in multiversion suite.

Changes setup_multiversion_mongodb.py to consider versions that contain
a hyphen to still be candidates when a major release (e.g. "3.2") is
specified.
