 Description

The control file for the performance project in Evergreen 'perf.yml' is not using the Evergreen module support. We should move to use modules to make testing changes in mongo-perf and dsi easier.

Module for DSI and for mongo-perf repos.

Dupe of SERVER-26981

As we're doing more work on analysis code now, it would be user friendly if perf.yml would use dsi as a module. Then I don't need to edit the git clone to do Microbenchmarks patch builds. Added happy_family label to highlight this for david.daly.
