I thought that we weren't doing this on secondaries because ShardingState isn't enabled (https://github.com/mongodb/mongo/blob/47f77e360b072e24fb2a021a14bdbee3aa463a5b/src/mongo/db/dbcommands.cpp#L1242), but actually with the work done recently ShardingState should be enabled on secondaries, so this can't be the cause of the issues blocking |
