 Description   

If the initial sync node chains off of a lagging secondary during the initial sync static passthrough, then it can have operations to apply at the end of initial sync. This no longer makes it a static initial sync.

An alternative to turning off chaining would be to ensure that the non-initial sync secondary node is caught up to the primary before beginning the IntermediateInitialSync hook
