 Description   

Start a replica set with a delayed slave. Set the slave delay to 10 minutes.

Now reconfigure the the replica set and set the slave delay to 2 minutes. The config document is updated,
but the delayed slave still waits 10 minutes to apply updates.

This is important to backport, as it affects all config changes, not just slaveDelay.

Updated when the slave delay node is restarted. That's to be expected. Seems simply not to be reading the config.
