 Description

This ticket should include all changes to the recovery code to make it conform to the design doc while applying operations one at a time as it currently does. This will require us to call setInitialDataTimestamp() on the storage engine as well. This should also include adding unit tests for the recovery code. Recovery must still work if the storage engine does not support recover to checkpoint.
