 Description   

On slow machines, it is possible for the primary in the current replica set configuration used in initial_sync_invalid_views.js to step down immediate after increasing the number of nodes in the set from 1 to 2. Since the goal of the test is to test secondary oplog application behavior and not the election protocol, we should make the new secondary unelectable as we are adding it to the existing one-node replica set.

This work will be done directly on the 3.4 branch because the test no longer exists in master. See SERVER-26772.
