Add a version of the ReplicaSetFixture with support for mongobridge. The fixture should support issuing commands to mongobridge similar to the functionality provided by bridge.js

I think this could be useful for adding passthrough suites that induce network partitions and/or higher network latency in replication tests. We have many passthrough suites that kill or step down nodes, but it doesn't seem that we have any that induce random network partitions.

Moving this ticket to the backlog. The rollback tests ended up using ReplSetTest with mongoBridge instead of using resmoke, so this ticket is no longer needed for the time being.
