 Description   

The Powercycle tests now have AWS credentials to force-stop/start an EC2 instance. The new credentials should be for Powercycle tasks to run on a Windows build variant. In addition to that Another Linux build variant using force-stop/start should also be added.

The current Powercycle task uses --crashMethod internal, which can now be extended to --crashMethod aws_ec2.

Also note, the "canary" document can now be written locally, --canary local, for non-internal crashes.
