As Gates pointed out in SERVER-3155, servers already containing data can be added to a set with rs.add+fastsync, but rs.initiate() will fail if more than one node contains data. Perhaps rs.initiate() should allow multiple members to contain data and fastsync any that do to the most up-to-date one.

I don't think so.
fastsync is already dangerous is used incorrectly, so I think it should be super explicit.
