Allow partial restore of the oplog (replay) up to a point in time as specified from the command line with --oplogReplay.

--oplogReplay ### //where ### is secs since epoch or in the ts format of ####|## for a more accurate cut-off.

PS- I don't think it is a good idea to use pipe '|' as a separator since it has meaning in shells. Comma is probably ok.
