The latest Olsen timezone database release (https://data.iana.org/time-zones/releases/tzdata2018a.tar.gz) is failing to compile in the EVG daily task:

Reproducible locally and after pulling down the latest version of timelib.

Per conversation with derick, version 2018a actually hasn't been officially released (though it's posted on the IANA site) and the next version 2018b will have a fix for this issue.
