I just searched and also don't see it in the cb-xgen-mci repo:

We couldn’t find any code matching 'pstate' in 10gen-ops/cb-xgen-mci

The EC2 c3 machines don't support disabling turboboost per documentation

I'll get confirmation from the perf team on the CBI machines, but a quick search in our github repos showed no reference to pstate.
